  • Where is the site?
    The site is located North of the Langho settlement, bounded to the north by Longsight Road (A59), to the South by the Ribble Valley Railway Line, to the east by the recently completed Pringle Homes scheme and to the west by Whitehalgh Lane. The site is currently used for agricultural purposes.
  • Why is the site being developed?
    The site is being developed to extend the existing settlement of Langho with a mix of residential dwellings, public open spaces, and additional car parking for the nearby railway station.
  • What is an outline planning application?
    An Outline Planning Application is submitted to a Local Planning Authority with less detail than a Full Planning Application to discuss whether development is acceptable in principle. In this case, details on access to the site, but not within the site, will also be considered. Specific and more detailed information would then be provided at a ‘reserved matters’ stage of planning.
  • What would a 'Reserved Matters Application' Detail?
    A Reserved Matters Application would provide specific detail on how the development will look in respect of appearance, landscaping, layout and scale.
  • Is the site Green Belt?
    The application site is not designated as Green Belt.
  • What are you proposing?
    Hallam Land are proposing to build up to 300 residential dwellings at the site. It will also include significant green open spaces, integrated pathways, sensitive landscaping, and railway station car parking to the south-east of the site.
  • What types of homes will be provided?
    A detailed breakdown of housing mix and tenure will be outlined at the Reserved Matters Stage. Hallam Land have undertaken a review of Ribble Valley Borough Council’s housing requirements, and due regard has been had to the specific needs identified across different housing sizes, typologies and tenures. This will inform the next stage of the planning process, with consideration for provision of older persons accommodation and bungalows.
  • Will there be affordable houses?
    Hallam Land is keen to work with the Council to deliver the right types of houses to help to meet the demand. As part of the 2021 Call for Sites process, 300 homes were proposed, and 90 homes were to be affordable. Hallam Land is committed to delivering this level of affordable housing, subject to viability.
  • Why does Langho and the wider Ribble Valley need more homes?
    The proposal aims to help Ribble Valley Borough Council deliver some of their key objectives by supporting growth and delivering sustainable development, with consideration of the existing built-up area. Housing development on this site would help to meet the Council’s identified local housing need, as well as Government targets for new homes more widely. The development would deliver up to 300 new homes, comprising a range of types and sizes and including affordable housing. This would offer opportunities for young people and first-time buyers to purchase a property whilst remaining in the local area and would also offer choice to existing local residents wishing to downsize their current property, whilst remaining in Langho and the surrounding area.
  • Have the proposals considered impacts upon existing services?
    Hallam Land recognises the need to work with the Council to ensure sufficient provision is made for existing services for both existing and new residents. Contributions towards existing amenities would be secured further down the planning process, with considerations made for education, transport, health, recreation and ecology. Hallam Land emphasise that the site will be designed to reflect the local character and enhance the existing village.
  • Have the proposals considered traffic impact?
    As part of the 2021 Call for Sites process, initial transport appraisals indicated that the development complies with relevant national and local transport policy and would have no adverse impact on the safe and free flow of traffic along Longsight Road. An access point to the site on Longsight Road is deemed to be suitable, and will facilitate vehicular, pedestrian and cycle access. The proposed pedestrian and cycle interventions will fit into the existing pedestrian and cycle infrastructure at Langho Station. Current parking and access arrangements to the railway station are poor, and therefore Hallam Land’s proposal for a new car park on site would minimise the disruption caused to the surrounding area as a result. As part of the Call for Sites process in 2021, Hallam Land engaged with Lancashire County Council, Northern Rail and Community Rail Lancashire, with all bodies lending their support to these improvements. More details will be provided regarding traffic impact as a result of the scheme, within an updated transport assessment submitted with the Outline Planning Application.
  • Will there be any disruption during construction?
    Details of construction mitigation measures will be provided in the submission of the Reserved Matters application and will be subject to negotiation with the Local Planning Authority. This detail will ensure disruption is minimal to surrounding neighbours and will be tightly controlled by Ribble Valley Borough Council.
  • When will the Planning Application be submitted?
    The Outline Planning Application will be submitted in December 2024.
  • When will the Planning Application be determined?
    The determination of the application is expected towards the end of April 2024.
  • When will construction begin for the dwellings?
    Subject to approval of the application, construction will begin in 2026.
  • Will I be able to comment on the Planning Application once it has been submitted?
    Yes, you will be able to comment on the application through the Council’s public access portal. We will update the consultation website once the application is submitted with the application reference number and link to the page.
